Vice President, Technology and Infrastructure
Job Description
IKP Centre for Technologies in Public Health (ICTPH, www.ictph.org.in, www.ictph.org.in/blog) is a not-for-profit research organization with its mission to innovate health-systems for remote rural populations. The four elements defining the ICTPH Health Systems approach are human resource, infrastructure & technology, financing and interventions. The healthcare delivery pilot that ICTPH is anchoring along with its field partner SughaVazhvu healthcare aims to serve a population of 50,000 people, through five Rural Micro Health Centres (RMHC) in rural geographies of Tamil Nadu. ICTPH further aims to scale this model to twenty RMHCs serving a population of 200,000 rural Indian residents.
The intervention development practices at ICTPH are – protocol driven primary-care delivery with a strong focus on non-communicable diseases (cardio-vascular diseases, cancer, chronic obstructive pulmonary disorder), primary care ophthalmic, dental and aural interventions, diagnostics (hematology, biochemistry, microscopy, and strip tests) configuration for primary care, targeted interventions for high-risk populations – infants, pregnant women, maternal and child health interventions, immunization strategies, health-management information systems with a particular focus on primary healthcare, health-financing with a particular focus on managed-care like environments.
The Technology and Infrastructure practice implements the proposed design elements from the intervention, human resource and the financing vertical through our field site. The back-bone of our technology vertical is our in-house open-source web-based Health Management Information System (HMIS) managing primary health-care delivery, HR management, supply chain management, insurance referrals and intervention deployment. Integration with field based activities supported though android based mobile phones for geo-tagging and area mapping are also integrated within the HMIS. Active partnerships with technology providers such as Commcare for mobile based solutions, technology consultants for modular HMIS design and development, and close supervision of our HMIS development outsourcing partner, Sensei for coding, and HMIS maintenance.
Cross sectional as well as longitudinal data collection and Personal Health Record (PMR) maintenance for long term population management are key components of the ICTPH-HMIS. Diagnostic integration with the in-house laboratory for haematology and blood biochemistry parameters, along with other point-of-care diagnostics completes the primary care value proposition for a given RMHC. Our vision with the HMIS is to establish an international standard recognized, open source platform for universal adoption by healthcare providers across the sub-continent.
The infrastructure practice at ICTPH aims to consolidate learning’s from rural healthcare initiatives from across the world to optimise village based primary health-care delivery designs. A careful utilization of space for delivering curative care services to community based interaction for preventive and behaviour change messaging opportunities calls for an intelligent use of space, creating sterile yet welcoming environments.
ICTPH seeks to hire Vice President – Technology and Infrastructure to lead one of the most critical practice areas at ICTPH. The expectations from the VP – Technology and Infrastructure are listed below:
- Develop technology and infrastructure road-map for ICTPH, specifically the product development of HMIS.
- Spearhead technology adoption by the research and implementation teams through trainings.
- Develop deep familiarity within the development technology domain, through available secondary literature and other functional models applicable to our context.
- Manage external partnerships with Academicians and Research Institutes, Strategic Technology Partners, Outsourcing Companies, Consultants, Technology Designers.
- Price negotiations with technology / infrastructure vendors, diagnostic equipment makers, outsourcing partners.
- Lead field implementation, inclusive of pilot testing, field staff training, and monitoring process and outcome indicators.
- Clearly document and present the progress of an intervention / product development through regular in-house seminars and working papers.
- Collaborate with fellow-workers and members of the implementation team. Ability to work with a multi-disciplinary team, consensus building, and leadership capability is the expected skill set.
- Through the Global Internship Program, a Research Associate is expected to mentor allocated interns, ensuring careful project assignment and approval of internship report on completion of their project.
- Perform high level analysis on collected health and demographic data using statistical analysis tools (such as Stata and R).
- High level of competency in both written and spoken English is expected for all Research Associates.
- As a Senior Member of the Management Team, VP-Technology and Infrastructure is expected to anchor grant funding conversations with relevant donor agencies, inclusive of fund proposal development, meetings, and site visits.
- The position will be based out of Thanjavur, Tamil Nadu and may involve national and international travel for presentation at conferences and partner meetings.
Desired Skills and Experiences
- Knowledge of web-based enterprise software development, preferably PHP on Linux.
- Experience in leading and mentoring teams.
- B.Tech/M.Tech/M.C.A from a reputed institution with at least 7yr of relevant experience.
- Knowledge of Java and Android-based applications.
- Experience in developing strategic road-maps as well as drafting product/business requirement documents.
- Experience in Health care and knowledge of statisical analysis will be counted as an added advantage.
- High level of competency in both written and spoken English.

ICTPH is working towards instituting a Centre of Excellence (CoE) in Health Systems Research at IKP Knowledge Park, Hyderabad, India as a policy research entity disseminating learnings from the healthcare delivery work at ICTPH and SughaVazhvu. The ICTPH-CoE will allow a primary-care research platform for National and International Academicians specializing in healthcare delivery.

Leadership at ICTPH
Prof. R A Mashelkar (Chairman, Board of Directors): Prof. Mashelkar, CSIR Bhatnagar Fellow, is presently the President of Global Research Alliance, a network of publicly funded R&D institutes from Asia-Pacific, Europe and USA with over 60,000 scientists. He has previously served as the Director General of Council of Scientific and Industrial Research (CSIR), India and as President of Indian National Science Academy and President of Institution of Chemical Engineers (UK).
Mr. N. Vaghul (Member, Board of Directors): Mr. Vaghul was the Chairman of ICICI Bank, which is the second largest bank in the country, until April 2009. He has nearly 50 years of experience in the banking industry and has held assignments in several other banks before assuming the office of the Chairman of ICICI Bank in 1985. He also serves on the boards of several leading corporations in India and the UK such as Arcelor Mittal, Wipro, Mahindra and Mahindra Limited, Piramal Healthcare Limited and Apollo Hospitals & Enterprise Limited.
Dr. Nachiket Mor (Member, Board of Directors): Dr. Mor is a Yale World Fellow; has a Ph.D. in Economics from the University of Pennsylvania with a specialization in Finance from the Wharton School; an MBA from the Indian Institute of Management, Ahmadabad; and an undergraduate degree in Physics from the Mumbai University. While completing his Ph.D., he was associated with a Philadelphia based hedge fund (Quantitative Financial Strategies) for three years. He has worked with ICICI from 1987 to 2007 in a variety of jobs, including, Corporate Planning, Project Finance, Rural Finance and Treasury and was a member of its Board of Directors from 2001 to 2007. From October 2007 to August 2010, he assisted ICICI in setting up a philanthropic foundation, the ICICI Foundation for Inclusive Growth and served as its founding President. He is now the Chairman of the Boards of Sughavazhvu Health Care, CARE India and IFMR Trust and is closely involved in the evolution of these three organizations.
Dr. Zeena Johar (President, ICTPH): Dr. Johar obtained her PhD from the Swiss Federal Institute of Technology, ETH – Zurich, in Molecular Modeling and Design, following her Masters in Chemistry with a specialization in Quantum Chemistry from Panjab University. To pursue her passion of translating basic science research towards populations-based applied research, Dr. Johar joined the IKP Trust in 2007. Dr. Johar is one of the founding members of ICTPH, a research institute working towards innovating sustainable, replicable and scalable healthcare delivery models for rural India. As President, Dr. Johar has played an instrumental role in conceptualizing the strategic alignment of ICTPH with the overall mission of IKP Trust.

Senior Researcher in Human Resources for Health
Job Description
The Senior Researcher is expected to take on the responsibility for research in all aspects of the human resources component of the ICTPH Health Systems Design. This includes research on the appropriate choice of formally trained physicians, lay health extension workers, training and certification programmes, and design of incentive structures and monitoring mechanisms. The Senior Researcher is expected to develop and anchor high quality academic partnerships, raise research grants to support various projects, identify and work closely with interns and researchers from around that world that are interested in these issues, participate in national and international dissemination of research findings, and work closely with field based partners in helping them roll out various human resources interventions. A high level of academic throughput by way of peer-reviewed publications and international conferences is expected and will be evaluated annually.
Academic Qualification
A Master’s Degree in Public Health or in Community Medicine and a formal degree in Modern Allopathic Medicine (MBBS / MD) are both essential for the position.
Additionally, a PhD in any of the above listed disciplines and a record of publications in peer reviewed journals will be highly desirable. While all nationalities are welcome to apply, fluency in both written and spoken English would be essential.

There is therefore an urgent need to develop models to address these shortages which are able to deploy available human resources and combine them with appropriately designed training and certification programmes, clinic infrastructure (including advanced diagnostics and health management information systems), and clinical protocols to deliver high quality healthcare while staying strictly within the constraints of the financial resources available to India as a nation.

ICTPH seeks to hire epidemiologists, health service and intervention implementation researchers, pure science researchers – e.g. biologists and chemists, computer scientist with an interest towards translational research.
Within the ICTPH frame-work all Research Associates anchor an intervention vertical under the supervision of the ICTPH Research Director and an External Experts Panel to develop, implement and evaluate interventions at the field site in Thanjavur currently serving a population of 50,000 people.
